No legal ground for Select Committee: Buggana
Amaravati: Ruling out the question of constituting the Select Committee by the Legislative Council Chairman Shariff Mohammed Ahmed on the three capitals, the Minister for Legislature Buggana Rajendranath Reddy stated that it needed a division on the Floor. He said, "The question of constituting the Select Committee does not arise".
Reacting to a question in the press conference held at AP Secretariat on Thursday, Buggana said that so far there was no committee constituted. He said that there were some rumours being propagated in the social media on it that the Council constituted the Select Committees on both AP CRDA Bill and on the Three Capitals Bill.
Rajendranath Reddy said, "The person sitting on the Chair could not make decisions according to his whims and fancies. He has to follow the rules and discharge the duties according to the rules and guidelines. To refer the Bills to Select Committees, there must be a division in the House. But, it did not take place in the Council before Chairman referring. He said that the Chairman could not exercise his discretionary powers without following the rules. No one could give Fathwa, just because of sitting on the Chair".
