The government of Andhra Pradesh headed by chief minister YS Jagan Mohan Reddy has decided to provide sand to the people in a transparent and accountable manner. It has decided to select qualified companies through tenders to carry out these responsibilities. The government believes that selection of the best companies to carry out supply responsibilities to the public at sand excavation, reach / stock points is of utmost importance.

Therefore, the government has decided to hand over the responsibility of finalizing the eligible companies through tenders to the Metal Scrap Trading Corporation (MSTC), a Central Public Sector Undertaking. MSTC will receive bids by dividing the state into three zones (sections). To this end, the state government and MSTC will sign a memorandum of understanding on the 4th of this month.

The government has divided the 13 districts of the state into three zones. Srikakulam, Vizianagaram, Visakhapatnam and East Godavari districts are listed as one zone. West Godavari, Krishna, Guntur and Prakasam districts are one zone and Nellore, Chittoor, Kurnool, Kadapa and Anantapur districts are another zone. MSTC invites separate bids from companies interested in sand mining / supply in the respective areas.

The MSTC finalizes the financial, management capability and experience of the companies participating in the tenders in consultation with the government and accepts technical bids accordingly. Receives financial bids from eligible companies. The government will hand over the responsibility of sand management in the respective areas to the companies quoted the lowest amount (ranked as L-1).
