For the posts of animal husbandry assistants and horticulture assistants, enough candidates are either not available or some aspirants are not qualified the written examination. The government wanted to fill all posts by September-end and start functioning Grama Sachivalayams from October 2.

But due to various reasons, the recruitment process was not yet completed even by December. As of now, the recruitment is conducted in five phases but still some posts are lying vacant due to various reasons.

Some candidates, who are selected for more than one post, are waiting for joining a higher post, quitting the job in which they have joined earlier. Posts in animal husbandry, horticulture assistant, agriculture assistant, surveyors and women police are vacant due to non-availability of suitable candidates.

Out of 635 vacancies in animal husbandry assistants, only 263 posts are filled and rest of 372 are still vacant. Over 136 surveyor posts are also not yet filled. According to sources, some candidates are not keen to join these posts due to some local reasons. Some feel that political pressure in the job will affect their career.

V Vineela, an engineering graduate selected for women police and welfare assistant, said, "I want to prepare for Civil Services and I think that I can't find enough time for preparation if I joined duty. So, I didn't join the job and now busy with my preparations."

Another rule framed by the government also discouraged the candidates to not join duties. The government in its orders stated that every candidate should be in service for two years. If they fail to be in service for two years, they have to pay the entire salary received so far, for the government.

The candidates who are preparing for some other higher jobs like Group-2, banks, railways have stepped back from joining these Sachivalayam jobs. A senior officer stated, "Though the government has reduced the qualifying marks, some posts are not filled in ST category. We are waiting for further instructions from the government."
