Discuss Bills before passing

It is heartening to see the speed at which the Bills are being introduced and pushed through the House, breaking a 15- year -old record of inefficiency.

It is nothing wrong, provided they respect Parliamentary convention, public acceptability, procedural propriety and have consensual transparency as is tradition.

But the opposition MPs are claiming that the proposed Bills are being circulated in such a narrow wide that allows little time for introspection, questioning and amendments and are as good as being passed without consent.

Eg the Right to information Act has been predictably the first casualty as new RTI Act strips the Information Commissioner from the immunity they had as equivalent to Supreme Court judges and Chief Election Commissioner as far as their service records, tenure and salaries.

But the new RTI made them subject to direction of government .It simply made the RTI Commissioners more subservient and dependent.

Similarly the Triple Talaq Bill is still mired in a tussle over gender rights and a criminality clause that could victimise a certain community more than others.

Due this the opposition wants to refer such Bills to Standing committee .But they were passed with the brute majority of the ruling party.

Thus the government must give scope to proper discussion over Bills before making them into laws.
