Advocates to protest against revised target of clearing pending cases

The new High Court circular directs to clear pre-2014 cases in 3 months

Hyderabad: The Arrears Committee in a circular to all the unit heads and all the Judicial Officers working in courts in both the States of Telangana and Andhra Pradesh were directed to make every endeavour to dispose of pre-2014 cases on priority basis in order to achieve the target of 5+0 pendency and reduce the pendency at least by five per cent of the total pendency in the respective courts, within three months. 

The district level Arrears Committees headed by the respective unit heads were directed to monitor day-to-day disposal of every court, at least, once in two weeks in order to meet the revised target.

B Jagdishwar rao president, B Janakiramulu secretary to Bar Association said that six months ago a circular was passed from High Court that all the pending cases till 2012 should be completed in six months. 

“We all respected and accepted our work and now suddenly again another circular comes to clear all pending cases till 2014 in 3 months. Hence, there is a boycott in all over Telangana state for a day, and a letter would be given to the High Court. 

 The Judges in the Arrears Committee while considering the reduction of pendency in the subordinate courts noted alarming increase in pendency to the tune of 28,275 cases in almost all the units from March to June 2018. 

Unit heads at the district Level is the main reason for this alarming increase and unless stern measures are initiated by the concerned in terms of circulars issued by the High Court from time to time, it may not be possible to arrest this trend.

The Committee, therefore, resolved to send a strongly worded Circular to all the Unit Heads to ensure that from August onwards, the disposal shall necessarily be more than the institutions in every court in their respective Units. 

The Circular may also indicate that failure to comply with these directions would be viewed seriously holding the concerned officers and respective Unit Heads, responsible."
