Transfer of govt staff from today
Hyderabad: The State government on Thursday lifted the ban on transfers and announced the schedule for the transfer of government employees. Transfers will be made from May 25 to June 15 in all departments in the State. The ban on transfers will come into force again with effect from June 16.
The government issued guidelines for the transfer of officials through an order. The order said that the employees who completed two years of service in a particular station as on May 31 were only eligible for transfer.
The officials who completed five years of service in a particular station will have to move to other places. However, the employees who are retiring before May 31, 2019, shall not be transferred even if they have completed five years of service. If they make a specific request for transfer, the government will consider.
To ensure that there is no disruption of work, the government has put the condition of transfer of officials not more than 40 per cent in any cadre in every wing.
In the transfers, priority will be given to spouses, employees retiring before May 31, 2019, officials with 70 per cent disability, employees having mentally retarded children to a place where medical facilities are available, and widows appointed under compassionate appointment scheme. Employees suffering from cancer, neurosurgery, kidney and liver transplantation and bone TB and those who underwent open heart surgery will also be given priority in the transfers.
The transfers will be effected from focal to non-focal, and vice versa. The focal and non-focal posts will be identified by the department concerned. The employee will be deemed to have been relieved at the end of 3 days of the issue of the transfer order. Any violation in this regard will be viewed seriously by the government. The provisions of the Presidential Order and the erstwhile district/zonal/multi-zonal cadres will be adhered in the transfer of officials.
All transfers will be done by counselling in a transparent manner. Wherever possible, counselling will be done through online/web based application, the order said.
