PRC told to study pay structure of govt staff

Hyderabad:  The Telangana government on Saturday issued terms Of reference (ToR) to the First Pay Revision Commission (PRC) to study the structure of existing emoluments and the conditions of services of various categories of employees working in various government wings.   The Commission will have to submit its report and recommendations for the revision of pay structure to the government before August 15.

All the employees organisations, pensioners’ associations and individuals of the government, local bodies, including Zilla Grandhalaya Samsthas, aided institutions, all universities of Telangana are requested to submit their representations, memoranda, etc, on any of their grievances falling within the purview of ToR on or before June 30 to the three-member Commission headed by retired IAS official CR Biswal. 

It may be mentioned here that Chief Minister K Chandrasekhar Rao, after holding a meeting with the PRC chairman, felt that announcing the IR without having PRC report was nothing but insulting the PRC. The IR will now be announced only after the commission submits its report. Earlier, Rao had declared that IR would be announced on the State Formation Day.

The PRC, however, will not deal with the teaching staff in the government colleges and government-aided private colleges drawing UGC/AICTE and ICAR scales. The Commission will not deal with the officers of AP State Higher Judicial Services and AP State Judicial Services who are drawing pay scales as recommended by the First National Judicial Pay Commission and subsequent revisions.

As per the ToR, the Commission will take into account the economic conditions in the state, prevailing pay structure in the Central and other state governments, resources available to the government, financial implications of their recommendations both short term and long term and the overall impact on the state finances to finalise the new pay structure.  

The Commission will review the existing human resource of all departments in tune with the contemporary requirements including contract/outsourcing personnel and also the necessity to continue gazetted status of various posts and suggest any alternative methods. 

Merger of the dearness allowances in the pay, the benefit of rent free accommodation allowed to various categories, benefit of additional HRA to the employees working in the Scheduled Areas and Projects and existing pension structure for pensioners will also be reviewed by the pay revision commission.
