KCR prods babus on gram panchayats

Hyderabad: Chief Minister K Chandrashekar Rao on Tuesday said that the Gram Panchayats should be developed in all aspects by taking the establishment of new GPs on August 2 as an opportunity.

The Chief Minister chairing a review meeting on the establishment of 4,000 new GPs over the existing ones, said that one special officer and one secretary should be appointed for every GP for effective implementation of the government programmes.

The Chief Minister wanted preparation of an action plan to guide the special officers and secretaries for developing the villages. The District Collectors and the State level officers should monitor and supervise the works being planned in the villages. 

The Chief Minister said that at the rate of Rs one crore for each district, Rs 30 crore would be kept at the disposal of district level officials which could be used for taking up emergency works in the villages. 

“An action plan for the new person incharge (special officers) and village secretaries should be prepared. They should assess the present condition of the village and should make plans for the next three years for the development,” he said. Effective monitoring should be ensured periodically, and newly appointed village secretaries should be put under probation for three years. 

They should be provided with training regarding their job profile and the task they would be entrusted. Their work should be evaluated from time to time and those who perform satisfactorily should be regularised. 

In case, if some do not reach desired mark they should be terminated at the probationary level itself.  Plantation, nurseries management, grave yards construction, maintaining dumping yards, collection of taxes and other works should be made part of their job. 

The Chief Minister observed that the new panchayats have been created for better monitoring of the government programmes. Due to the court directions the elections to the Gram panchayats have been delayed.

It is the responsibility of the officials to ensure that the development in the villages do not stop till the elections are held.
