This new concept is purely meant for rescuing farmers from different challenges like harassment of private money lenders, cheated by middlemen related to securing Minimum Support Price(MSP) Protecting the farmers from the clutches of Crop Investors, Spurious Fertilizers, and Pesticides, sub-standard seed material, etc.

It may be recalled that more than 100 farmers were committed suicide for the last 3 years in the district after they failed to repay the out standings brought from the private money lenders at abnormal rate of interest. In some instances farmers incurred huge crop losses due to utilization of substandard seed material, spurious fertilizers, and spurious pesticides. And most importantly farmers lagging behind in securing MSP of their produce following intervention of middle men at the time of selling produce as they deceived farmers in various methods.

Despite these are naked facts, farmers were not able to face them due to various reason like not having independent organization, illiteracy, high handedness of locals etc. After dealing several cases during Spandana Programme police administration designed this innovative method by establishing FPC's in the district.

When contacted Hans India Superintendent of KVVN Anburajan said that in most of the incidents farmers committing suicides because not able to repay the borrowings brought at abnormal rate of private money lenders. "Farmer feels mental agony whenever his properties were attached by private money lenders by the way of collecting dues. This was proved in many of instances as farmers resorting such extreme step. Cultivation has become like gambling as farmers not to perform this in peaceful manner. Under FPC concept police immediately swung in to the action immediately after receiving complaint from the farmer and initiate stringent punishment under section CRPC against who responsible for cheating farmers" he said.
