Amaravati: Andhra Pradesh is facing a peculiar situation and entire administration seems to be in a state of chaos.

Even routine administration which should be the responsibility of the government headed by Chief Minister N Chandrababu Naidu is getting hampered and it appears that there is a serious lack of coordination or some sort of non-cooperation from the top-most level in the bureaucracy.

Two days back, the main opposition YSRCP complained to the Governor and wanted him to intervene and see that the chief minister does not misuse the funds that were allocated in the vote-on- account budget towards giving largesse to various beneficiaries of welfare schemes.

A day after that Naidu holds a review meeting on Polavaram works and expresses concern that the progress of works had slowed down due to elections and said that routine administration cannot wait till the results. After a gap of 45 days, Naidu went to the Secretariat on Thursday.

He wanted to have a review meeting with new Chief Secretary L V Subramaniam and DGP RP Thakur. But the chief secretary did not attend it and was said to be busy in a meeting with 15th Finance Commission members.

Even the DGP did not come to the Secretariat. Naidu had to remain contained with the review of capital city works at Amaravati with the CRDA officials and Amaravati Development Corporation.

Meanwhile, Chief Electoral Officer Gopal Krishna Dwivedi issued a release quoting 19.5 of Model Code of Conduct, which says that the code strictly bars officials from attending any meeting called by the ministers (including Chief Minister) or political functionaries.

Dwivedi is also understood to have sent a report to the CEC on the post-poll developments in Andhra Pradesh following the memorandum submitted by YS Jaganmohan Reddy. He is also learnt to have sent the video clip of the discussion the chief minister had with him on April 10.

It is also learnt that the Election Commission is verifying a complaint by the opposition YSRCP against CM Naidu on alleged violation of the model code of conduct. "We are verifying all facts related to the issue.

The Model Code of Conduct is very clear, and it will remain in force till May 27 when the entire election process gets over. If there is any violation, we will take appropriate action, including against officials concerned," Chief Electoral Officer Gopal Krishna Dwivedi told reporters here.

Even security-related briefings "when considered essential" should be undertaken by the Chief Secretary or the Home Secretary.

"The rule book is very clear, and it has to be scrupulously followed by everyone. Any violation will sure lead to necessary (disciplinary) action," a senior EC official said.
