With contradictory statements coming from different quarters, there is utter confusion among the people over the extent of Hyderabad to be treated as common capital for Telangana and residuary Andhra Pradesh states.

The Congress Working Committee (CWC) resolution made on July 30 stated that Hyderabad would be the common capital for both States for a period of 10 years. But the Centre is yet to decide on the status of the city during the next 10 years. What the Congress meant by common capital exactly? Will the common capital spread over the limits of the Greater Hyderabad Municipal Corporation (GHMC) or is it going to be a larger entity by circumscribing the limits of the Hyderabad Metropolitan Development Authority (HMDA)? Nobody is sure about this.

While TRS and Telangana Congress leaders including Deputy Chief Minister Damodara Raja Narasimha have stated in no uncertain terms that the joint capital jurisdiction should not extend beyond the limits of the revenue district of Hyderabad (217 sq km), the Antony Committee has proposed GHMC limits (spread over an area of 625 sq km).

In a surprise move, the State government submitted a 25-page report to the Group of Ministers (GoM) urging HMDA limits, which is 10 times more than the GHMC area (sprawling across 7,228 sq km) be treated as the common capital zone. The TJAC clearly stated that common capital territory should be confined to Khairatabad and Nampally mandals which houses many government departments. On the other hand, MIM president Asaduddin Owaisi insisted that the joint capital should not extend beyond old Khairatabad limits, which is just 16 sq km.

Overview of GHMC

The GHMC, created by YS Rajashekhar Reddy-led Congress government through GO 261 in 2007 comprises the erstwhile Hyderabad Municipal Corporation, plus 10 municipalities and 8 panchayats in Ranga Reddy district and 2 municipalities in Medak district.

The 10 municipalities in Ranga Reddy district that were merged in GHMC are: LB Nagar, Gaddiannaram, Uppal, Malkajgiri, Kapra, Alwal, Qutbullapur, Kukatpally, Serilingampalle and Rajendranagar. Eight panchayats: Shamshabad, Satamarai, Jallapalli, Mamidipalli, Manchal, Sardanagar and Ravirala. Same was the case with two municipalities-Ramachandrapuram and Patancheru in Medak district.

HMDA in a nutshell

HMDA, the urban planning agency was formed in 2008 by expanding the HUDA.

HMDA is extended to over 54 Mandals or 900 villages located in five districts with a total area of 7,228 sq km. It is the 2nd largest urban development area in India, after the Bangalore Metropolitan Region Development Authority (8,005 sq km).

HMDA limits: GHMC consisting of 16 mandals in Hyderabad district and 22 mandals in Ranga Reddy district 10 mandals in Medak district.
