Notification for new degree colleges

The State Council for Higher Education (APSCHE) has invited applications from the registered educational societies or affiliated Aided and Aided Degree Colleges for starting new private unaided degree colleges for UG and PG courses for the academic year 2014-15. As many as 94 mandals in 20 districts were identified to start the new colleges.

No applications are invited from three districts- Kadapa, Prakasham and Anathapuram. Five localities in Hyderabad- Asifnagar, Bahadurpura, Marredpally, Golconda and Musheerabad were identified to allow applications from private parties.

The revenue mandals are the most backward ones and one of the prerequisites to start a college; there shall not be any degree college in government or aided or unaided sectors but having at least one Junior College. The last date to apply for colleges is February 22.

The new applicants should apply for starting only those UG or PG Courses which are approved by the University concerned. The Council has barred AICTE approved institutions to apply for running for non professional PG courses, in the wake of Supreme Court judgement on the AICTE last year.

Every management which intends to start a new college should to pay a sum of Rs 30,000 (UG courses) and Rs 25,000 (PG courses) towards registration and inspection fee in addition to the application cost of Rs 1,000 each.

Prima facie scrutiny of all applicants or societies will be done by the Council and basing on the report of the committee, a panel comprising representatives of APSCHE, Commissioner of Collegiate Education and the concerned University would make a field inspection.

The team would study the documentary evidence in original with regard to land, building, accommodation, corpus fund, financial resources, playground, toilets for boys and girls, parking area and fire safety.

The observations and assessment of the Joint Inspection Committee will be presented by the Dean, CDC of the concerned University to the Vice-Chancellor for perusal. The Vice-Chancellor will forward the report with his or her own recommendations to the Council, which would in turn send it to the Commissioner of Collegiate Education for approval.

There are specifications with regard to size of rooms, area, salaries and the annual expenditure of each college. The concerned university’s

academic curriculum will have to be followed by the college, if it gets approval. The University’s rules and regulation will also be applicable to the new college.
