WARANGAL: Senior Congress leader Digvijaya Singh today alleged that Telangana Chief Minister K Chandrasekhar Rao has "failed" to implement welfare programmes. He also alleged that the Centre and the Telangana government "failed" to purchase cotton from the farmers.

"Due to this number of farmers faced losses. The state Chief Minister (KCR) failed in implementing welfare programmes which were promised by him (KCR) at the time of elections," Mr Singh the Congress general secretary and in-charge for Telangana, said while campaigning for the party's candidate for Warangal (SC) Lok Sabha by-poll slated for November 21.

Former Lok Sabha Speaker Meira Kumar, who was present on the occasion, said the state government "failed" to give three acres of land to Dalits and 12 per cent reservations to minorities. She claimed social justice prevailed at the time of Congress Government and Dalits and tribals were happy at that time.
