dalitHyderabad: Deputy Chief Minister Damodar Raja Narasimha said that the government planned to set up a Dalit socio- economic study centre to study the socio-economic conditions of scheduled castes in the State for better placement of funds under the sub-plans. The Deputy Chief Minister, who reviewed the Scheduled Castes Sub-Plan and TSP in the wake of allocation of substantial funds to it in the 2013-14 budget, said that the government is committed for the all round development of scheduled castes and that it felt the need of a continuous study on the conditions of dalits in the State to understand the areas where stress is needed. He said that the government would apply the observations of the experts in executing the SCSP. Stating that the government decided to evolve an action plan for effective implementation of SCSP and TSP, he said that they identified the areas where concentration is needed. "Education and housing would be given top priority and strengthening the scheduled castes and tribes economically would also be focused," he said. "The government started studying the efficient implementation of the SCSP to spend every rupee where it is needed," he said adding that deliberations were being held on the issues in implementing the SCSP. "The government succeeded in bringing an act for the development of dalits and spending the funds in an efficient manner is another task before it." He said that the aim of uplifting dalits would be fulfilled if the funds allocated under SCSP will be spent without leakages. Referring to the prevailing Jogini system in some pockets of the State, he said that a lot has to be done for eradicating the uncivilised Jogini system. The officials pertaining to the issue were asked to submit a report to shape the people in a better way. He said that other states in the country were evincing interest on the SCSP of Andhra Pradesh to implement it in their respective states. He said that the government allocated Rs 8,585 crore in the year 2013-14, which is 16.1 per cent in the plan expenditure. Social Welfare Minister Pithani Satyanarayana, Medical and Health Minister K Murali Mohan and the concerned officials were present during the review meeting.
