New Delhi: Telangana Joint Action Committee (TJAC) Chairman Prof Kodandaram on Wednesday declared that the TJAC was committed to the creation of a full-fledged State of Telangana. The new State, which would be the 29th State of the Indian Union, should have Centre-State relations on a par with the other States.

Kodandaram took strong exception to the Centre’s proposed move to give control over Telangana to the people of Seemandhra, which, he said, was wholly unacceptable. Telangana should not lose its political legitimacy, he said.
The TJAC leader took strong exception to the State government’s memorandum to the GoM.

“It was totally one-sided and did not as much as even mention Telangana or its needs and requirements. As such, it read like Seemandhra memorandum to the GoM,” he said.

In a day or two, he said the TJAC would meet the State Chief Secretary and seek clarifications as to how such a memorandum could be prepared by the State government in the first place. Kodandaram argued that he was not against any package being given to Seemandhra. But special privileges cannot be given to the Seemandhra settlers in Hyderabad. As far as Hyderabad was concerned, it can only be a transitory and temporary capital. As such, there should be no insistence on GHMC or HMDA limits for the proposed joint capital area. Besides, power cannot be vested in the hands of the rulers belonging to Seemandhra. “This militates against the spirit of federal structure of the Constitution.” The TJAC chairman said there were set guidelines on water-sharing, power-sharing and on cadre division. As far as Article 371 (D) was concerned, he said it should be continued. After all, it was a provision meant for local reservations in education and employment and as such there was no harm in allowing it to continue.
Concern was voiced over media reports that appeared in a section of the media that showed that the Centre was preparing reports that favoured only Seemandhra region. Kodandaram said the GoM assured them that all such reports appearing in the media were false and there was no truth in it.
