The Group of Ministers (GoM) was briefed by Attorney-General G E Vahanvati on the issue of Article 371-D of the Constitution on Thursday.

The GoM has been receiving conflicting assertions on the issue. While one section insists that Article 371-D has to be deleted through Constitutional Amendment, before proceeding with the creation of Telangana, yet another view has been that since it relates only to Telangana, it can be continued.

Other contentious issues relate to Hyderabad status, Hyderabad revenue-sharing and water-sharing for irrigation. Cadre division was also discussed during the meeting. Union Secretaries of Law, Finance, HRD, Railways, Shipping, Civil Aviation and Transport also met the GoM on Thursday to discuss the issues relating to bifurcation of Andhra Pradesh.

Task Force Chief K Vijay Kumar also took part in the deliberations.

The GoM is hastening the process of bifurcation of Andhra Pradesh. At the two-day all-party meetings, the GoM elicited the views of all the principal political parties in Andhra Pradesh, barring TDP.

In the next round, the GoM will take the views of Andhra Pradesh Chief Minister N Kiran Kumar Reddy and the Union Ministers from Seemandhra region on November 18. Later, the GoM will start finalizing its report.

Kiran Kumar Reddy who was to meet the GoM on Thursday night put off his Delhi visit at the instance of Union Information & Broadcasting Minister Manish Tewari, who rang up Union Home Minister Sushil Kumar Shinde, and convinced him that Kiran Kumar Reddy was required to be in Hyderabad at the inauguration of International Children’s Film Festival of India on Thursday.

Tewari was keen that the Chief Minister should attend the International Children’s Film Festival of India (ICFFI) in Hyderabad. The Chief Minister would now meet the GoM on the same day when the Union Ministers from Seemandhra would also call on the GoM.

Union Home Minister Sushil Kumar Shinde revealed that the rescheduling was necessitated by the ICFFI. He was not sure whether the GoM recommendations would be readied in time for the next meeting of the Union Cabinet. However, he said all-out efforts were being made to table the Telangana Bill in the Winter Session of Parliament.

Apart from Home Minister Sushil Kumar Shinde, the GoM meeting was attended by Rural Development Minister Jairam Ramesh, Petroleum Minister M Veerappa Moily and Minister of State for Personnel and PMO V Narayanasamy.
