Giving a piece of advice to the cash-crunch engineering colleges in the state, the Chairman of the All India Council for Technical Education, Dr SS Mantha has called upon them to make the best use of National Vocational Education Qualification Framework (NVEQF) and community colleges schemes.

“There is a need for development of skilled manpower for diversified sector through short term, structured job oriented courses. AICTE gives you a chance. All the AICTE approved polytechnics and degree-level institutions can integrate higher education with skills through NVEQF” he advocated.

Speaking at a workshop organised by the AICTE southern regional office on these schemes in Hyderabad on Saturday, Mantha told managements of engineering colleges to ‘apply for the skill development courses as add on courses and promised that the AICTE would grant permission to them without any delay’.

The programmes for skill development could be of shorter duration, focused and modular ones, he added. “This allows a person to become productive relatively quickly at a younger age. The modular approach also means that he can add on to his portfolio of skills for vertical and horizontal progression and at the same time, the content is focused to allow for dissemination of only relevant skill” he explained.

The Community Colleges scheme is also on similar lines i.e. focused on skill development. In Andhra Pradesh, ten polytechnics and two degree level colleges- all government run- were granted community college permission.

Dismisses closure talk

Dr SS Mantha ruled out the possibility of closure of the central body in the wake of Supreme Court verdict. To a pointed question, he said that – ‘See, the AICTE has been formed through an Act of Parliament. There is Ministry of Human Resource Development (MHRD) and UGC which protect the institution. You cannot speculate that the AICTE is irrelevant on the basis of a judgment in a single case’ he argued. While the apex court finds fault with the body on MBA issue, the Madras High Court too rapped for giving permissions to engineering colleges without going into the details and making proper survey both for setting up and increasing the intake.
