UT Status

a. At present, there are seven Union Territories in India, all these UT people are living happily and peacefully under the control of central government enjoying special status. There are no agitations to convert/change existing UT status into full-fledged state with all kinds of powers like any another normal state enjoys, and among these Chandigarh and Delhi are best examples for sustained development and prevailing peace in these cities. Moreover, Yanam (Pondicherry) near seashore of Kakinada of AP which is 1000 km away from Pondicherry UT, inhabits majority of Telugu speaking people. However, they don’t want to merge with Andhra due to special status of UT enjoyed by them with India and France.

b. If Secunderabad Cantonment board (SCB) is a semi/quasi Union Territory under Indian government and Defence ministry, why not Hyderabad made a UT? Considering the unhealthy developments in the city over the 10 years, it will help to make Hyderabad a UT to develop in terms of sustainability, security and peace of living. The loss to Hyderabad is definitely a gain to Bangalore, Chennai, Kolkata and Pune in case of IT industry.
c. If Chandigarh is capital to two linguistic states (Punjabi and Hindi), why not Hyderabad to be made as UT and common capital for both states of AP and TG having common language (Telugu). Also, since last 6 decades with Congress, Chenna Reddy -TPP, TRS, CPI, TDP and BJP politics, Coastal Andhra region has missed IT/BT/Pharma/Services revolution and industrialization which is now 90% concentrated in Hyderabad Metropolis only. Even this is contributed by Andhrites as it is AP capital. After division, it will be extremely difficult for residuary AP to flourish into these sectors and will take more than 30 years to build such Hyderabad ecosystem for employment generation.
d. Some people quote Maharashtra- Gujarat – Mumbai issue for arguing on rights on Hyderabad, this happened in 1960. In those days, Mumbai was a place for trading activities and cotton mills only due to port presence, other industrial sectors such as chemicals and engineering flourished after 1970 only. Comparing Mumbai issue with present cosmopolitan Hyderabad is completely absurd, ridiculous, and meaningless in any aspect.
e. If Hyderabad is made a UT, it would be administrated by the local municipal body such as GHMC governed by Union ministry of urban development, while the general administration would be governed by a lieutenant governor appointed by the home ministry. Hence, there would be transparency, accountability,responsibility and good governance in the government organizations. They can’t commit large scale corruption and partiality in providing the necessary services to all people.
f. The crucial subjects and bone of contention for Andhra and Telangana over Hyderabad such as Public Order, Police, Revenue, Taxes, Public Finance, commerce, industries, IT, HMDA, Urban development, town planning, Judiciary and Land should be in the hands of Central Government should any problem arise from anti-social elements. If anyone says that we are against UT, it means they have their vested interests, conspiracy and hidden agenda for ruining the Seemandra people in Hyderabad.
g. Commodities like liquor, petroleum products such as petrol, diesel, Kerosene, LPG, CNG and consumer goods would be cheaper in the city if it acquires UT status post central government’s approval. Also, inter-state taxes between neighbouring states and Hyderabad will become lower as UT will be governed by the GOI, hence bringing prices down for the consumers of Hyderabad
Internal security
a. Hyderabad is a place for hundreds of strategic establishments of Defence and research, PSUs and Institutes. In the wake of IB chief’s recent comments, Telangana state creation would pose new challenges and several threats to internal security by the way of Maoists and Terrorists, this would have spillover effects on Seemandra also, hence making Hyderabad a UT seems as the best panacea for all such social ills.
b. These agitations for Telangana is for Hyderabad, holding political power, CM post, tax revenues and real estate holdings as we have experienced during Telangana movement. In such scenarios, if new state forms along with existing capital, this can be a potential opportunity of becoming UT. The same model can be adopted, if such situation arises in case of big metro cities like Bengaluru, Chennai, Mumbai, Ahmedabad etc. Hence, central government can do equal justice to all regions on mutually agreed formula such as UT.
c. Moreover, in Telangana state, the Hyderabad income constitutes more than 80% of total revenues, as Hyderabad is distinct entity when compared to other districts of Telangana. Sooner or later, the local Hyderabadis such as Muslims, Rangareddi, North Indian, Andhrites and others would not like spending Hyderabad revenue on the development of other district, which in turn benefits politicians only. They may demand for reduction of local taxes, municipal charges, cess, registration charges, duties as Hyderabad has revenue surplus and no need to bear extra burden. Hence, foreseeing such developments in future, it is advisable to make Hyderabad as UT rather facing same as Telangana people (mainly TRS) have alleged against Andhrites.
Security
a. Politics free and hassle free environment for the Hyderabad people is much needed for them to focus more on their duties and responsibilities in daily life and which would lead to rise in productivity and living standards. Moreover, the MLAs and MPs of Hyderabad have never represented opinion of the Hyderabad people in the event of division of state and security issues. Hence Hyderabad people have vexed with politicians. Almost all the MLAs and public in the city are not in favour of separate statehood to Telangana, they even failed to participate in any agitations for Telangana as they know it won’t help the development of Hyderabad.
b. Even on the security front, the illegal collections, land settlements, kidnaps and extortion by some political families, from small vendors to businessmen to IT companies will come down or stop with special grievance cell in similar lines of Anti-Terrorist squad (ATS) to be formed to curb such activities in city. This was also mentioned by IPS Suresh Kumar of special taskforce in his report.
c. To avoiding and spoil the biggest conspiracy of some Telangana politicians and parties, of their attempts to get a GO to occupy non-Telanganites lands, homes, assets, jobs and throw them out of Hyderabad and HMDA region. Thus, forcing non-Telanganites to sell their properties, lands and assets to rock bottom prices to these politicians. Such conspiracies haven been planned by separatist groups and parties, after formation of Telangana. Moreover, these acts are evident from their recent statements on various occasions.
d. UT status to Hyderabad will pave way to people who want to migrate from Hyderabad in next 10 years to other Metros such as Chennai, Mumbai and Bengaluru by selling off all properties and assets with protection of price decline in the real estate prices and transparent administration.
e. Moreover, the national parties such as Congress and BJP and local party MIM have never questioned extortion and illegal collection activities of some separatist and political families in Hyderabad and Telangana, even though they don’t have any political base in Greater Hyderabad. Many feel that these activities will continue in future too with changing pace and face. Now, all these political parties are assuring security to Seemandra people by taking responsibility on their shoulders after formation of Telangana, this is absolute insult for nation and its constitution of India. In such scenario, there is no other alternative of assuring security to non Telanganites in Hyderabad, except making Hyderabad as UT.
Revenues and taxes
a. Almost 55% of Andhra Pradesh government's revenues are generated in Hyderabad. Also, 65% of the Union government's revenues from AP are collected from Hyderabad metropolitan area. Civic bodies such as GHMC, HMDA, HMWS&SB, APCPDCL metro region, APSRTC Bhagyanagar region and AP Beverages Corporation also get huge revenues from the city.
b. Overall, Hyderabad contributes Rs 40,000 crore towards state taxes, Rs 35,000 crore towards central taxes and Rs 15,000 crore of local revenues. The total yield comes to a whopping Rs 90,000 crore. Similarly, the exports from Hyderabad metropolitan region gross Rs 90,000 crore per annum, including IT and ITES exports of Rs 60,000 crore, and pharmaceuticals and engineering exports of Rs 30,000 crore. This tax revenue should be shared between the stakeholders of the Hyderabad i.e. Seemandra and Telangana on proportions of Population or contribution, after meeting budgeted expenditure of Hyderabad. Thereby, it is desirable and necessary to make Hyderabad as Union Territory.
c. Besides, several companies having the headquarters in Hyderabad without having any operations in Telangana and Hyderabad. Also, regional offices of all FMCG and consumer goods companies those serving all 23 districts of AP have been located in Hyderabad. To relocate them to new location will take several years, hence till such time Hyderabad should be UT. As per the recent estimates consumption wise, a total of 52% comes from Telangana, out of which 37% is being generated by Hyderabad (GHMC) and surrounding industrial areas.
Sustainability of Hyderabad than 100% or even more than that, if it became UT, which is already down by 50% due to Telangana and uncertainty over Hyderabad status. Also, Telangana has 3.5 crore population, out of which majority of Hyderabadis are migrants. Post division, after formation of Andhra new capital, Telangana remains a small state with huge capital city which is not at all necessary. Moreover, it would not sustain future growth opportunities arising due to Globalization.
a. Moreover, the money flow into the Telangana and Hyderabad will come down drastically as well as the capital from Hyderabad mainly from Andhrites and North Indians will flow to Andhra or Bangalore. This is obvious that capital will always search for safe heavens and quick returns such as Coastal cities only. By making Hyderabad as UT, surrounding districts such as Rangareddi, Medak, Nalgonda and Mahbubnagar will benefit immensely due to increasing real estate prices and market and concentration of people.
b. Not only in the financial and revenue perspective, but Hyderabad revenues are not sustainable as it is dependent on Andhra for Power supply, Water supply from Nagarjuna Sagar, Food grains, Vegetables, Steel, Cement, building materials, IT, Entrepreneurs, professionals, healthcare, investment, Capital, Human resources, Education and administration in most of which Telangana lacks. For sustainability of Hyderabad as a Metropolis in the long-term with adequate revenues, it has to become a UT for all the above reasons.
c. Making Hyderabad as a Union Territory can set example for such separate state agitations where people’s demands/wants existing CAPITAL/METRO CITY after decades of development with all regions with an unjustified and false propaganda against other region people through hatred campaign.
d. Education institutes (private and Govt), Healthcare services, Film industry, Sports development, PSUs, Centers of Excellence, NGOs have been located in Hyderabad only, these should not be meant for only one region people after 57 years of development, all these are national assets.
IT industry
a. Unlike other parts of Hyderabad city, Cyberabad is unique and does not share any cultural characteristics of other parts of the city. In fact, this is an artificial extension of main Hyderabad city. However, it is this characteristic of Cyberabad that made it ideal for establishing the IT hub of Andhra Pradesh. And today, it plays a crucial part in IT exports and operations of entire nation.
b. The growth of IT industry in the Hyderabad metropolis is stagnant since a decade due to these Telangana politicians and crooks who have created most unconducive environment. It might have recorded a nominal growth mostly due to currency rates, revised pricing of contracts, low end work being outsourced from west. But this is pale when compared with the Bengaluru IT exports now which was on par with Hyderabad in 2004, now at 400% higher than Hyderabad IT exports and employment.
c. Also as publicized by the some T - newspapers, advantage of Hyderabad IT is not by climate but efforts of past CM, Andhra NRIs, infrastructure, AP capital status, entrepreneurs and huge human resource availability in Andhra. Moreover, other cities/regions of Telangana is zero in IT exports, compared with Vizag, Vijayawada, Tirupati and Kakinada. This proves that Hyderabad IT growth is due to Human efforts not solely by climate advantage. Chennai is in second place in IT exports. Can anyone say it is due to climate advantage or by human resources. AP IT ministers are from Telangana only, the present IT minister is from Warangal which is 100 kms away from Hyderabad and having NIT, STPI also, Warangal is nothing in IT, because of lack of NRIs, human resources and entrepreneurs. Even within Hyderabad IT has presence in Hi-tech city only, in the other corners of city IT companies’ presence is minimal due to security reason. Out of more than 1000 IT companies, not even 1% companies are owned or managed by the T-people. Finally, for sustaining IT advantage of Hyderabad, it has to be UT only.
d. Hyderabad has failed to create more IT employment opportunities for engineering graduates in the state due to TRS politics and illegal collections from IT companies in Hyderabad, at the same time Bangalore, Pune, Chennai have created more jobs in short span of time. Hence, large scale student and employee migrations from AP to other states has caused huge economy loss and revenue loss to Hyderabad and rest of AP also. This has happened due to the short sightedness of our politicians.
Decentralized development
a. Moreover, keeping aside Hyderabad as UT from rest of Telangana districts would pave the way for decentralized development in remaining 8 districts. Else, the politicians in Telangana will fight for CM post to get hold on Hyderabad revenue. Finally the destruction of Hyderabad will be completed soon. As there are several castes, religions, groups, sub castes and outfits who eyed on only oneCM post.
b. In case of South Telangana and North Telangana comparison, South Telangana has Hyderabad Metropolis, limestone reserves, Uranium, dams and canal irrigation system, borders with Seemandra, industries all are huge revenue generating with less expense. On the other hand, with lift irrigation projects, 1 lakh crore LIS projects pending, bore well irrigation, no industries North Telangana is huge expense center, but politically strong. The same allegations of water, revenue, jobs (private and Govt) will arise between two regions in the near future. Non implementing 610 GO and amendment of 371(D) is example of this regional disparities between two regions.
c. Making the Hyderabad as UT will reduce the habit of all other district people of Telangana and Seemandra, dependency on Metros, thereby Tier I, II cities in both regions can realize their “true potential” and core competence of respective districts, which in turn lead to decentralization of development, employment and industries to other cities. For example, in the North Telangana districts such as Warangal, Karimnagar, Nizamabad, Adilabad and Khammam there is no single industry/factory for providing the employment.
