Some crucial decisions

GoM after 45 days of deliberations is said to have arrived at a decision that the demand for Rayala Telangana is not feasible.

GoM is said to be of the view that it may not be possible to declare Hyderabad as UT as it may require constitutional amendment and may invite opposition from BJP, TRS and even T Congress leaders.

GoM, sources say, is mulling a mechanism where the Governor might be asked to handle certain key issues.

There is a possibility that the GoM might agree to transfer of 37 villages to East Godavari while Bhadrachalam constituency and temple will remain as part of Khammam district.

The GoM is also said to be examining the views expressed by A K Antony committee which is said to have suggested a mechanism to ensure that the assets of Seemandhra people are protected.

Racing against time, the UPA Government is trying hard to bring both the GoM Report and the Telangana Bill to the Union Cabinet on December 4, just on the eve of the commencement of the Winter Session of Parliament that gets under way from December 5. The GoM is likely to approve the draft Bill on December 3. Home Minister Sushil Kumar Shinde, Finance Minister P Chidambaram and Rural Development Minister Jairam Ramesh worked out the nitty-gritty on issues like Hyderabad and Bhadrachalam in their meeting at the North Block on Thursday. Later, Shinde remarked, “Hyderabad and Bhadrachalam are no longer an issue. But I am not in a position to share the details with you.”
Shinde exuded confidence that Telangana Bill would come to Parliament during the winter session that lasts until December 20 despite the inordinately long delays in the entire process. Explaining the delay, Shinde said experts were being sounded out on various issues and the same were being factored in, to avoid any mistakes. There were complex legal issues, which had to be adequately addressed, to avoid pitfalls, he said.
Shinde, who was authorised to finalise the report by the GoM on Wednesday, met the key members of his team to give final touches to it. All the three key members of the GoM are supposed to have given a final shape to the report, sitting for almost an hour. Later, after Chidambaram left, Shinde and Jairam confabulated for nearly two hours, with the latter giving his inputs to Shinde and seeking his clearance on the framing of the Bill. The GoM report and the Bill will be taken together to the Cabinet. a All the three- Shinde, Chidambaram and Jairam- will be present at the Core Group Meeting on Friday where they will explain the nuances involved in the process. Since it is Jairam, who is expected to do most of the talking, he has taken the clearance from Chidambaram and Shinde, lest they should get the blame for not doing their homework. The others like Veerappa Moily, V Narayansamy, Ghulam Nabi Azad and A K Antony have not been regular in attending the meetings. Moreover, besides Antony, who has still not fully recovered, none of the others are the members of the Congress Core Group.
As the entire process is in the last lap, the Congress Core Group is expected to review the report and the Bill on Friday. The Congress High Command is keen to press ahead with the process as early as possible by addressing the concerns of the Seemandhra people. The entire effort is to ensure smooth process for the creation of Telangana. Jairam Ramesh indicated that the GoM Report and the Telangana Bill would go to the Union Cabinet on December 4. After the Union Cabinet approval, the Telangana Bill will be forwarded to the President, who, in turn, would refer it to the Andhra Pradesh Assembly for its comments, after which it will be taken to Parliament.
There has been considerable speculation on whether or not the Government will be in a position to bring the Telangana Bill in the winter session that concludes on December 20.
Sources say much depends on the timeframe stipulated for the Andhra Pradesh Assembly for it to consider it and give its comments and views. After the State Assembly returns it, the Telangana Bill will be brought to Parliament.
