New Delhi: The GoM meeting on Tuesday, slated at 5 pm, would take the final call on the Rayala Telangana proposal which has been under the consideration of the Congress High Command. It is learnt that no final decision has been taken as yet on the Rayala Telangana issue. The proposal would be discussed in the Cabinet on December 5, when both the Bill and the GoM report would be approved. The Bill will be forwarded to the President, who in turn will refer it to the Andhra Pradesh Assembly.
Sources stated, “All options are open before the Cabinet and no final decision has been taken as yet.”
The GoM is in a dilemma over the fate of the Telangana Bill given the resistance of Chief Minister N Kiran Kumar Reddy and the Seemandhra legislators. One view in the Congress is that to ensure the smooth passage of the Telangana Bill, Rayala Telangana can be mooted and if there is resistance in Parliament, it can be altered and changed through an official amendment moved by the government.
The Congress feels that the Rayala-Telangana proposal will please 50 per cent of the Assembly as that region accounts for 147 MLAs. MIM, which is supporting the UPA at the Centre, has also been aggressively advocating Rayala Telangana, in case bifurcation becomes inevitable.
However, this move is not finding favour as senior Congress leaders are keen to abide by the letter and spirit of the CWC Resolution of July 30 and Union Cabinet decision of October 3. The Rayala-Telangana proposal is also being opposed by other political parties like the TRS, the BJP and even Congressmen from Telangana.
AICC general secretary Digvijay Singh on Monday was categorical that the Bill would be sent only for its opinion and comments to Andhra Pradesh Assembly and there would be no voting on it. He stated that GoM would first give its report on the basis of which the Draft Bill would be prepared and that would be sent to the state Assembly.
When asked whether the Rayala-Telangana proposal had been approved, he said, “Let the Draft Bill come, then we will react.” When told that Deputy Chief Minister C Damodar Rajanarsimha had stated that it had been discussed with him, Digvijay Singh stated, “I don’t make private discussion public.”
According to sources, the Home Ministry will take the GoM report and the Telangana Bill to the Cabinet. After the Cabinet approval, it will be forwarded to the President who in turn will refer it to the Andhra Pradesh Assembly for its opinion. Minister of State for Personnel and PMO V Narayansamy indicated that the Bill can be referred to the Andhra Pradesh Assembly stipulating a time-frame of minimum 10 days or up to a maximum of 30 days. The government is waiting to see the time-frame set by the President that will determine when the Bill will be brought to the Parliament.
If the President stipulates 10 days, that is more likely, it can be brought during the Session. If it is a fortnight, it will extend the Session by a few days. If, on the other hand, the time-frame is for 30 days, then the government will have to adjourn the session sine-die without proroguing the House and reconvene it sometime in January.
