Hyderabad: Telangana JAC has suggested constitution of a monitoring committee to recommend views on maintaining law and order in common capital rather than giving full powers to Governor. Stating that Hyderabad city and common capital territory have to be looked at with different perspective, it opined that Khairatabad mandal, which has many government offices, should be the common capital jurisdiction instead of entire GHMC limits.

Telangana JAC has prepared a five-page document (in Telugu) highlighting amendments required for AP State Reorganisation Bill-2013 for protecting rights of Telangana people besides ensuring justice to the region. Copies of this document would be circulated to all legislators of the region so that they could speak with full details when discussion on draft Bill was taken up in Assembly.

According to the draft report, Hyderabad would be the common capital until the residuary State comes up with its own capital. There is plenty of scope to expedite this process and ensure that common capital gets ready within two years. As such, the duration of common capital should be reduced to two years instead of 10 years, JAC stressed. Local reservations, if neglected, would mean legalising anomalies that took place for decades in appointment of government jobs in Telangana region. In view of this, it is of utmost importance to treat ‘nativity’ as a yardstick rather than population while distributing government employees and pensioners, JAC underlined in its report.

Construction of river projects in both States would lead to some controversy or other if Krishna and Godavari boards besides Apex Council were given full authority. Hence existing methods and practices should be continued even in the future while these Boards should be confined to overseeing of distribution of river water according to inter-state water guidelines.
