Hyderabad: The Telangana Draft Bill ‘with all details’ would be sent back to Delhi after discussion in the State legislature exactly through the same route it came to the State Assembly.
The T Draft Bill was sent to secretary of Union Home Minister from Rastrapathi Bhavan after the scrutiny by the President Pranab Mukherji. The secretary of Union Home Ministry forwarded the draft bill to the Chief Secretary P K Mohanty, who sent it to secretary of A P Legislature after intimating about the Bill to the Governor of Andhra Pradesh. The Assembly secretary placed the draft bill in the legislature with the permission of the Speaker and the Chairman.
While sending back the bill within the stipulated time, Secretary of A P Legislature will forward the draft bill ‘with all details’ to the Chief Secretary, who, in turn, would send it to secretary of Union Home Ministry after informing the Governor. Thereafter, the the Bill it would be forwarded to the President of India who after examining it would send it to the union cabinet secretary.
According to a source, ‘With all details’ means the opinion of the House (both council and assembly), speeches of members who spoke on the bill including clause wise opinion, the speeches of the members, leader of the House and Leader of the Opposition. The speeches of the members would be recorded through the present video live system and they would be converted into compact discs. The written opinions of members will also be enclosed. Speeches of the members who would speak in Telugu would be translated into English and would be sent along with the draft bill.
