New Delhi: The Congress-led UPA government is burning mid-night oil to ensure the passage of the Telangana Bill in the Parliament Session that commences on Wednesday. At the Group of Ministers on Telangana (GoM) meeting on Tuesday, the Bill was cleared in the hope that it would be passed in this very session though the Ministers were nervous on the conduct of the Seemandhra MPs and the stand taken by the BJP, which is not prepared to allow the bill to be voted amidst pandemonium in the House. After the GoM meeting, Union Rural Development Minister Jairam Ramesh informed that the Telangana Bill would be cleared by the Union Cabinet on Thursday and sent to the President.

It would be tabled in Parliament on February 10. He expressed confidence that the Bill will be passed in the Session. Interestingly, the BJP is silent on the passage of the Telangana Bill, unsure of its passage and putting the onus on the shoulders of the UPA government.

Leader of the Opposition Sushma Swaraj said that the Congress first has to rein-in their own Chief Minister who is in Delhi and their own Seemandhra MPs. Unless the House is in order, the voting cannot take place. The Bill cannot be passed in a voice-vote as Constitutional Amendment would be required for creating a mechanism like handing-over law and order which is a state subject to the Governor. It would require two-thirds majority of the members present at the time of voting.

The BJP leadership recalled that MIM leader Asaduddin Owaisi has already declared that he would move amendments on several issues including formation of separate High Courts for Telangana and residual State of Andhra Pradesh. He is also insisting that the Governor should have no control over the law and order as otherwise the status of Telangana Chief Minister would be like the Raj Pramukh.

According to the BJP leaders, the Congress High Command is ready with their excuse on the impending defeat of the Bill. They would put forth the view that that they brought the Bill to Parliament in all sincerity but the BJP and other Opposition parties blocked the passage of the Bill. The BJP, similarly, would accuse the Congress of not doing their homework and not convincing their Chief Minister on the need to create a separate state of Telangana.
