Chief Secretary Meets Sinha Panel, ndhra Pradesh Chief Secretary P K Mohanty on Thursday met Pratyush Sinha Committee over the issue of the allocation of the all-India Service officers between Telangana and Andhra Pradesh.

New Delhi: Andhra Pradesh Chief Secretary P K Mohanty on Thursday met Pratyush Sinha Committee over the issue of the allocation of the all-India Service officers between Telangana and Andhra Pradesh. Final decision is yet to be taken and is expected only after the completion of the General Election process. In a related development, the TNGOs led by V Srinivas Goud called on Union Home Secretary Anil Goswami and presented a memorandum on the distribution of employees between the two States. They also requested the Union Home Secretary for advancing the Appointed Day from June 2 to May 16. But, the government has ruled out the possibility of advancing the Appointed Date.
An important issue that is understood to have figured in the meeting of Pratyush Sinha is the issue of conferred IAS officers being given the option to choose the State of their choice. An estimated 295 IAS, 206 IPS and 149 IFS officers have to be distributed between Telangana and the residuary Andhra Pradesh. For instance, 167 IAS officers would be allotted to successor State of Andhra Pradesh and 128 IAS officers to Telangana. In their memorandum, the TNGOs raised the issue of “as is, where is” concept, which will create ambiguity and lead to confusion. “Under this option, there is a provision to claim to work in Telangana State by the residual Andhra Pradesh State employees by way of option or deputation, which is contrary to the principle of formation of the State of Telangana. This should be dropped at once,” the memorandum stated.
It wanted the employees appointed under the open category under District/Zonal/Multi-Zonal cadre, their Domicile/Nativity should be verified and distribution should be done basing on Domicile/Nativity duly considering these posts as State Cadres Posts. “If the Nativity happens to be Telangana districts, they should be allotted to Telangana State, or else to Andhra Pradesh State only,” it stated. It insisted that Option/Deputation facility should not be provided to any post. For Head of Department posts, it stated that only Telangana officers should be posted and not anyone from the residuary State of Andhra Pradesh.
