Centre to push Polavaram Bill, The Central government is determined to push ahead with the Bill to replace Polavaram Ordinance. Union Parliamentary Affairs Minister M Venkaiah Naidu has identified it as among the three priority Bills of the Government to be brought to Parliament in the Monsoon Session of Parliament commencing from Monday.

In the two other Bills, one relates to the Ordinance on TRAI and another is the Designs Bill of the Commerce Ministry.

After the meeting called by Speaker Sumitra Mahajan of all floor leaders in Lok Sabha ahead of Parliament Session, which was attended by Prime Minister Narendra Modi and BJP patriarch L K Advani, Venkaiah Naidu said with regard to other Bills, Parliamentary Affairs Ministry has written to the various Ministries on the pending Bills, which lapsed with the dissolution of the previous Lok Sabha. As and when a particular Ministry decides to move a Bill then the same will be finalized and brought to Parliament.

The Modi Government cleared the Ordinance transferring 7 Mandals in Khammam district in Telangana that fall under the Polavaram submergence area to Andhra Pradesh, in the first meeting of the Union Cabinet. The Ordinance was promulgated by President Pranab Mukherjee. When Parliament met in the first week of June, the Ordinance was tabled in Parliament.

Under statutory requirement, within two months of the tabling of Ordinance in Parliament, it has to be replaced by a Bill. As such, this Bill has to be passed in the ensuing Parliament Session. The TRS has already conveyed that it will oppose the Bill in Parliament. It had opposed the Ordinance, as well, saying transfer of 7 Mandals has to be done only through Constitutional amendment, since both States had already been created.

The Telangana BJP had even suggested that these 7 Mandals could be retained under the control of the Centre, instead of transferring to Andhra Pradesh, till the completion of construction of Polavaram Project and then returned to Telangana. The Modi Government has decided to go ahead and pass the Bill.
