The plight of the tribals came to light only after documentary proof of non-payment of wages was obtained through an RTI by PS Ajay, a social worker from Kasimkota in Anakapalle. The social worker brought to the notice of director (EGS) about the irregularities.

The social worker told the The Hans Inida correspondent that though corruption cases were filed against officials, Adivasi wage workers were not paid their wages even after months and years. When enquired, they gave a standard reply that cases were filed against those involved in corruption, but there was no reply when the workers would get their payments.

Giving further details, Ajay said in Annavaram panchayat of Chintapalle mandal, an amount of Rs 1,16,287 was due to villagers of Panaslapadu since June 2013. An amount of Rs 3,50,837 was due to Pinapadu and Jeelugumetta villagers in Bennavaram Panchayat for MGNREGA work done between July 5, 2012 and August 29, 2012.

An amount of Rs 6,62,506 was also due to workers of R Kothuru panchayat in Koyyuru mandal for their work done from January 30 to June 30 in 2012. When asked about the payments through RTI, the officials said 'cases are registered in Koyyuru police station'.

A special audit by Rural Development Department on the coffee plantation works showed that only 60 per cent of the records were submitted by Dumbriguda, Paderu, Pedabayalu and Hukumpeta mandal officials. The report said an amount of Rs 1.5 crore was still to be paid as wages to the workers. No action was taken even months after the social audit was conducted, Ajay said. As per the Act, all the wages should be paid within two weeks from the date of completion of work, Ajay said.

Director of EGS V Karuna said her department was making all out efforts to clear the dues amounting to around Rs 2 crore at the earliest.

The director said the payment was delayed due to various issues most importantly the geographical factor. But she assured that the workers would definitely get their wages. She said to avoid duplication, the department was insisting on Aadhar cards. 96 per cent of enrollment has been completed and the remaining would be completed in few days, she added.

She informed, “Rs 186 crore was disbursed in the last financial year ending March 31 in Paderu alone and Rs 40 crore in the last two months.''
