Hyderabad: Andhra Pradesh Chief Minister N Chandrababu Naidu wants a world class capital near Vijayawada, but at the back of his mind he is also thinking how to enclave the new city with green cover, which later should extend to all the districts.

Naidu realised that his colleagues, who are accustomed to the pleasant weather of Deccan plateau for years, would find it hard to live in the coastal areas where the temperature in peak summer touches 48 degrees.

Many leaders, irrespective of the political party, made Hyderabad their home after winning their first election. Business opportunities and advantage of being close to the power made them confine to this city.

Now, the Chief Minister made it clear that all the MLAs including Ministers should spend at least 15 days a month in their respective constituencies when Assembly is not in session. Apart from living in simmering heat in the new capital, the MLAs have to spend their time in their native places interacting with people. To beat the heat, Naidu offered them a novel idea of winning sops in the form of special grants and incentives by greening their constituencies. Top party sources told this correspondent that the Chief Minister asked little over 100 legislators to take up this new job.

“Naidu asked them to bring down the temperature by at least four degrees and set a deadline of only three years,” said a senior party functionary. He said the CM was seriously concerned with the abnormal temperatures prevailing in all the 13 districts of the residuary Andhra Pradesh. He told his MLAs to carryout vigorous green campaign in their areas and encourage community and individual plantations. “If you find a vacant spot, plant a sapling. In two years there will be a green carpet in your constituency. In just three years, the temperature will come down,” the Chief Minister told the MLAs.

Irrigation Minister Devineni Uma Maheswara Rao, who is said to be close to the Naidu, accepted the offer and felt there was need to bring down the temperature in the new capital. Rentachintala, where the temperature touches 50 degrees in summer, is close to the capital area which can definitely feel the heat.

The party leader said nine out of the 13 AP districts are along the coast, humid and hot. Rayalaseema districts like Anantapur are drought-prone, with poor presence of trees and cultivation.
