Hyderabad: Andhra Pradesh Chief Minister N Chandrababu Naidu has written to Union Home Minister Rajnath Singh requesting him to bring about changes in the Presidential Order relating to local status issue in education and employment.

In his letter, Naidu emphasised on the need to provide equitable opportunities to different areas of combined State in matters of education and employment, Article 371D and 371 E were incorporated in the Constitution through the 32nd Amendment.

His request relates to bringing about suitable amendments to the Presidential Orders for considering the extension of benefit of local status to the children of Andhra Pradesh government employees and others

who do not fulfill the criteria as laid down and become non-locals in terms of existing definition meant for both education and employment on shifting from common capital of Hyderabad to that of Amaravati, the new capital.

Naidu in his letter said as per the Presidential Order, a local candidate for admission in any course is eligible if he has studied in an educational institution in such local area for a period of not less than four consecutive academic years ending with the academic year in which he appeared.

Naidu also explained how bifurcation had created unexpected dimension for the people who have to move to Andhra Pradesh. Citing instances of this provision creating problems for students leading to suicides,

Naidu wanted the Centre to make suitable changes. AP now wants the Order to be amended so that people who migrate to the State do not suffer.

The government should protect the interests of the people who are shifting to the residuary state, says the letter.

Therefore, it is requested that the following may be included in the para (4) of the AP Educational Institutions (Regulation of Admissions) Order and para (7) of AP Public Employment (Organisation of local cadres and Regulation of Direct Recruitment) order 1975 to ensure equality of justice to the families who shift to Andhra Pradesh.

The letter further said candidates who migrated to any part of the state of AP from Telangana after bifurcation within a period of three years from the date of bifurcation of the state will have the local status of the place where they choose to reside on par with those who are having local status as per the guidelines issued by the government.
