Hyderabad: Andhra Pradesh State government which has lost several senior All India Service Officers during the bifurcation will have to face another round of shortage of senior officials of AIS cadre as 10 bureaucrats will be retiring by 2016-end.
Of the total 10 senior AIS officials belonging to 1979 to 1988 batches belonging to Andhra Pradesh cadre, one or two members would be retiring every month. This could impact the administration of the AP Government particularly at a time when it is in the process of speeding up the construction of new capital region.
Chief Secretary I Y R Krishna Rao who is known for being soft-spoken but stern when it comes to dealing things of administration will retire on January 31, 2016. Three out of present five Special Chief Secretaries (SCSs) have been looking after key portfolios but all of them are set to retire by December 2016. According to sources, among the five of SCS, the name of SP Tucker is making rounds as the next State Chief Secretary. But then he is due to retire on August 31, 2016. Tucker considered to be closer to Chief Minister N Chandrababu Naidu is currently looking after not only planning department but also the key portfolio of chairman of the Investment Board of the State. In addition to it, he has good rapport with his counterparts and senior civil servants in Delhi Darbar.
Similarly, Transport, Road and Buildings SCS Busi Sam Babu has been given the key charge of dealing with major initiatives like connecting the new State capital of Amaravati with all 13 districts of the State by improving road connectivity. He is also dealing with the scores of railway projects that the State has taken up with the Centre.
This apart, Sam Babu has his hands full with major future projects, as part of making Andhra Pradesh a logistics hub. He is to retire on December 31, 2016.
While, SCS to Governor, N Ramesh Kumar will be retiring on March 31, 2016, another senior civil servant of the same cadre, M V Satyanaraya will retire on July 31, 2016. While L Premchandra Reddy of 1991 batch is now playing a key role, representing the State in the Kamalanathan Committee, assigned with the duty of allocation of staff between Andhra Pradesh and Telangana, as part of the Andhra Pradesh State Reorganisation Act. However, his superannuation retirement is subject to outcome of writ petition pending in High Court.
Other senior most officials, some of whom are at present serving in the Central services going to retire are: Dr A Vidya Sagar (January 31, 2016), R P Watal (February 29, 2016), Dr Vijay Kumar (August 31, 2016), and T Vijay Kumar (September 30, 2016).
