Vijayawada: The Members of the Legislative Council (MLCs) representing the Teachers and Graduates Constituencies from the State opposed the State government’s move to introduce private universities bill. The MLCs categorically said that they would oppose and raise objections to the bill when it is tabled in the Council.
The MLCs participated in a meeting with the Minister for Human Resources, Ganta Srinivasa Rao, to discuss government’s plans to introduce private universities in the State. The Minister told them that the government wants to make AP an Knowledge Hub and said Chief Minister N Chandrababu Naidu had decided to allow private universities in the State to promote quality of education.
Ganta further said that the private universities would play supportive role to the government’s efforts to have institutions of international repute and standards. He said that the bill was aimed at providing the objectives of better access, equity and excellence in higher education.
The Minister said that the existing institutions both in the private and government sectors were not able to provide quality education and promote research. He further said that these private universities would focus on quality education and research of international standards. They would also be the green-field universities “with commitment to excellence in education and research.”
He said that the Andhra Pradesh State Council for Higher Education (APSCHE) would screen the applicants and recommend to the State to establish institutions of higher education. He wanted the MLCs to place their views on the proposed bill so as to be incorporated in the same before it is approved by the Cabinet and tabled in the Assembly and Council.
The APSCHE vice-chairpersons Prof. P Vijaya Prakash and Prof. P Narasimha Rao gave a power-point presentation of the proposed Andhra Pradesh Private Universities (Establishment and Regulation) Bill 2015. The MLCs, who represent the Progressive Democratic Front (PDF), who were present at the meeting, raised objections to the Bill and said that they would oppose the bill whenever it is tabled in the council. The MLCs expressed fear over the government withdrawing from the higher education if the private universities are allowed. They wanted the government to strengthen and upgrade the existing universities in the State, fill all vacant posts both in the teaching and non-teaching wings and improve facilities in the universities.
