The deadline set by the Andhra Pradesh government for relocation of services and administration is fast approaching. All the government employees are on call to vacate their work stations in Hyderabad and to position themselves in Vijayawada. Expectedly, the G2C and G2B services already being offered by the government will come handy for the smooth transfer of administration without hindering citizen services
Smooth shift of administration is just a click away now. Thanks to the speedy digitisation of services and administration during united Andhra Pradesh regime, the residue Andhra Pradesh is now gearing to relocate its capital from Hyderabad to Vijayawada. The AP officials are confident that the transfer of capital will not cause hindrance to the day-to-day administration of welfare and development agenda.
There will be no obstructions or delays in welfare deliverables like pension, scholarships, subsidies to farmers, public distribution scheme, MNREGS programme etc. “All the citizen services are kept up to date and the pace of developmental activities are on schedule.”
Chandrababu Naidu’s vision and hard push for online administration, earlier, is now paying real dividends, as the state had successfully developed e-platform for smooth functioning of the administration right from village to secretariat level.
Besides, the government is now developing temporary workstations in Vijayawada which will ensure silky functioning of administration without any pitfalls or delays. According to officials, by June 2016, as per the schedule, Andhra Pradesh government will function fully from Vijayawada. While revenue department is focusing to shift all its infrastructure and men, which is vital requirement for the state to function financially sound, its e-tools are in place for fool proof revenue collections.
Nearly about 18,500 government employees in Secretariat and other departments along with their families are expected to be relocated in and around Vijayawada city. It is gigantic task for any government to shift entire workforce in one go, more so, without any disturbance either to the government machinery or to the people. It has to move the Chief Minister’s Offices, apart from other constitutional institutions like Assembly, High Court, Secretariat and Raj Bhavan. Now, works are on full-swing for building permanent structures for these offices.
Perhaps, this may be the first state which offers all the government services and welfare activities using mee-seva platform, in true sense, it is a zero error environment offering total digital governance seamlessly. The state is offering 63 and odd services including providing certificates, paying pensions, salaries, scholarships, in hands-off scenario.
In order to strengthen the electronic governance, the government is tied up with various data hosting companies and developing modules, which officials said, are functioning on the expected lines. Now the government officials can clear files, sanction budgets, give approvals and even can undertake auditing on these platforms, say the sources.
For instance, the flagship programme of the state government, ‘mee intiki, mee bhoomi’ (MIMB), which was aimed at land property documentation has now become totally error free. And this programme now helps the administration to carry out with aadhar seeding to create modules like e-panta, official said.
These online modules are helping the government to regularise even the encroached government land. The programme was done in collaboration with Centre for Innovations in Public Systems (CIPS), a GoI funding organization.
Lately, the MIMB initiative is linked to village revenue officers and bankers in order to provide online crop loans and agriculture extension activities. Under this digital initiative nearly about 15,383 villages out of 17,137 revenue villages have already been digitised and mapped. The land can be registered from anywhere in the state without any intervention of the brokers, except Srikakulam, which is still to be linked to the main server.
The second major electronic governance initiative is e-Pragati. It is a digital format for revenue and welfare administration, which has recently completed its pilot, and ready for formal launch next month. Under this programme, the government will issue G-2-C services with ease and people friendly windows like income etc, issue of e-pass book to farmers, loan eligibility cards and various other certificates.
Hence, the officials are confident that the relocation process will not create any disturbance in carrying out the administration and attending to the dare needs of the citizen. The revenue department which is custodian of various services and revenue collections is fully geared to meet the demand.
