In a bid to check growing corruption among the town planning staff and curb delays, the Greater Visakhapatnam Municipal Corporation (GVMC) has decided to go online for the approval of building applications under e-Governance programme from next month onwards.

Chief Minister N Chandrababu Naidu will formally launch the scheme at the Partnership Summit on January 10. Under the online system, a builder would get approval within an hour and go for rectifications if any later on.
“The online system would ensure transparency and cut down the delays”, said GVMC Commissioner Praveen Kumar. He stated that the pilot project for online system has been put into use in Guntur and Vijayawada corporations and the results have been encouraging.
Under the present system, the corporation receives 4,000 and odd building approval applications per annum at the rate of 80 per week. The Town Planning Department has to approve the plans within 15 days for the plots measuring 300 square yards and one month for those above 300 square yards.
Commissioner said the online building plans meeting all parameters set forth by the government would get instant approvals and plans applied for illegal plots would be out rightly rejected as there would be no data about them in the server.
Under the manual system, such illegal plots get approved with the help sought from the building inspectors, which also breeds corruption, and the builders wait for the BPS schemes to get them approved. The State government has launched BPS twice in the last nine years.
Chief City planner D Venkata Ratnam said that the applicants would receive permissions on the same day and straight away start construction.
“This will also help the individual building owners”, the city planner said. Minister for Municipal Administration and Urban Development P Narayana recently announced that Softec Solutions developed the software for this online plan approval system and this would be extended to all municipalities in Andhra Pradesh in a phased manner.
