The State government which had initially planned to have temporary Secretariat at the Amaravati township on the outskirts of Mangalagiri town had moved to Velagapudi after second thoughts. The CRDA had carried out soil tests for the same and fixed the site in Velagapudi village for the temporary secretariat.

The officials have also called for tenders with an estimated cost of Rs 180 crore of which HUDCO would provide Rs 90 crore as loan, while the CRDA would have to raise the remaining funds. The CRDA had also planned to take the remaining Rs 90 crore from banks on interest. The temporary secretariat was planned with two floors each floor having 3 lakh square feet plinth area.
