Hyderabad: State-owned Hindustan Petroleum Corp Ltd (HPCL) is looking to nearly double the capacity of its existing refinery in Visakhapatnam with a total investment of Rs 17,000 crore. Besides, it will set up a LPG plant at Karimnagar. The petroleum major, in a presentation made at the analysts meet recently, said that under this expansion plan, it would increase capacity of Visakha Refinery to 15 million tons per annum (MPTA) from the existing 8.3 MPTA by the financial year 2019-20.

The new investments will also go into residue up-gradation with slurry cracker besides helping the company produce products confirming to Euro V/VI emission norms. Commissioned in 1957 as the first oil refinery on the East Coast by Caltex Oil Refining India Ltd (CORIL) in 1957, the refinery had an initial crude processing capacity of 0.65 MMTPA. It was subsequently taken over by Indian Government in 1976 and merged with HPCL two years later in 1978.

The oil major undertook first expansion of the refinery in 1985 and increased its capacity to 4.5 MMTPA. The second round of expansion in 1999 saw its capacity going up to 7.5 MMTPA. Its current capacity is 8.3 MMTPA effective April 2010. Besides, HPCL commissioned Diesel Hydro Desulphurization (DHDS) project in the year 2000 to meet BS-I/II specification of diesel.

The facilities were further augmented in 2005 by addition of second reactor in DHDS unit for supplying BS-III grade diesel. In addition to expanding the Visakha Refinery, the oil major is also planning to set up a LPG plant in Karimingar, though exact investment details are yet to be announced.

Solapur in Maharashtra, Bhopal in Madhya Pradesh and Panagarh in West Bengal will also get LPG plants. The latest round of expansion at Visakha Refinery and new LPG plants are a part of Rs 45,000-crore investment that HPCL has lined up till 2020 to augment its refining capacities and marketing infrastructure across the country.

While Rs 21,000 crore would be invested in refining capacity expansion including that of Mumbai refinery, Rs 9,000 crore would be spent in marketing infrastructure. A total of Rs 14,000 crore would go into joint venture refinery projects, natural gas business and upstream oil exploration. It is investing Rs 1,782 crore in laying new pipelines, fuel depots and LPG plants, the company said in the presentation.
