Kadapa: The State government wants to come to the rescue of people, who are living under Below Poverty Line (BPL), by distributing Rs 10,000 cash as loan as they are facing difficulties following the Central government’s demonetisation announcement on November 8. It is learnt that Chief Minister N Chandrababu Naidu gave consent for the cash loan scheme.

According to the official sources, the State government has allocated Rs 2 crore for each district. The beneficiary has to repay the loan in six equal installments. However, officials are waiting for the guidelines from the government. Following the directions from the government, a meeting was conducted with district officials here for implementing the scheme in an effective manner. But, the government did not finalise the exact date for distribution of the loan amount. However, the district officials have secured the complete data of BPL families in the district.

The implementation of new scheme would be a litmus test to the district administration as they have to distribute Rs 2 crore to 7.73 lakh white ration card holders in the district. As per the records available with the District Civil Supplies department, there are 7.15 lakh white ration cards in the district. The officials concerned would be sanctioning another 58,123 new ration cards against 1.33 lakh applications. The Rs 2 crore allotted for the loan scheme can be adjusted for only 1,000 beneficiaries.

The government has to allocate Rs 715 crore to sanction loan for all existing white card holders and another Rs 58 crore for new cards. According to the official sources, the government gave instructions the Collector to appoint a 3-member committee with Lead Bank Manager, DRO and a bank official to identify real beneficiaries for sanctioning loans.

The committee was instructed to give priority to poorest among the belonging to SC, ST families, who fall under BPL. The applications will be made available at MRO offices. The applicant has to give a self-declaration that loan amount will be repaid in a specific period. The committee will select the beneficiaries after scrutinising applications received through online from the MRO offices.
