Srikakulam: Unscientific distribution of works among various divisions of irrigation department in the district is affecting the quality of works. Despite having five irrigation divisions - regular division, special investigation division, special constructions division, small and micro irrigation (SMI) division and Rajam division, bulk of works were allotted to regular division Under the government’s prestigious scheme Neeru-Chettu programme, a total 5,278 works were sanctioned across the district, funds worth Rs 358 crore were allotted for the same and administrative sanctions also cleared.

Out of the total 5,278 works 2,600 works like cyclone damage repairs (CDRs), silt removing in water tanks, widening of canals and rivulets have been completed so far and Rs 70 crore bills paid and another Rs 113 crore bills are pending at pay and accounts department (PAD).

Out of the total completed 2,600 works regular irrigation division officials have been endorsed 1750 works, Vamsadhara river project officials supervised 750 works, AP State Irrigation Development Corporation (APSIDC) have taken up 30 works remaining 70 small and minor works have been handed over to special investigation and special construction divisions.

Work pressure is heavy at regular irrigation wing but lion’s share allotted to this division under Neeru-Chettu. Special construction, investigation and Rajam divisions have been neglected where surplus staff is available.

With alleged political pressure from ruling party leaders major works have been endorsed to regular irrigation division.

This move is allegedly leading to corruption as engineering and technical officials in the wing fixed a percentage for each work and works quality is getting affected.

Relligada rivulet widening works in Amudalavalasa segment are examples for low quality as engineering officials here colluded with contractors.

“More number of works have been allotted to regular wing than other divisions,” Vamsadhara river project circle superintendent engineer (SE), Bhojaraju Appala Naidu admitted to The Hans India.

‘Regular irrigation division has work pressure but other wings are having its works and allotment is not in our hands,” irrigation SE, MV Ramana Murthy explained.
