Vijayawada: Ramesh Ranganathan, acting Chief Justice of High Court of Andhra Pradesh and Telangana States, on Saturday, launched the State-wide campaign for legal literacy for electricity consumers organised at the Chief Engineer’s Office, APSPDCL, Vijayawada.

He said that there are about 10 lakh cases pending in the High Court and it takes around five years to dispose these cases.

The consumers from the village-level should be educated about their rights and start to resolve the problems from the grassroots level before a case is filed in the court, he pointed out.

On redressal of consumers grievances, he said that the general terms and conditions of supply (GTCS) approved by the Andhra Pradesh Electricity Regulatory Commission was being amended from time to time for the convenience of consumers.

Consumer grievances redressal and complaint handling procedure a detailed procedure was laid down for redressing the grievances relating to restoration of supply in the event of failure or interruption, unscheduled outages, voltage fluctuations, release of new connections, shifting or change of installation, metering complaints, billing complaints, disconnection and reconnection of supply, he said.

After the bifurcation of the State the state electricity department is in a big confusion said G Bhavani Prasad, Chairman APERC.

He said that there are 1.59 crore consumers are in Andhra Pradesh on both distribution licencees, and per capita consumption of electricity is approximately 1000 units per annum.

Unfortunately most of the consumers, stakeholders in the electricity industry are unaware of their statutory or administrative rights and obligations or at least even the board features of various Central and State legislations., he observed.

The Andhra Pradesh Electricity Regulatory Commission urged the acting Chief Justice and patron-in-charge and executive chairman of the Andhra Pradesh Legal Services Authority to consider to make and spread awareness about electricity subjects.
