Vijayawada: Irrigation officials have to race against time to reach the deadline for completion of Purushottapatnam Lift Irrigation Scheme (PPLIS) as the project is facing hurdles in initial stage.

Land acquisition has become a major problem while some other technical permissions have to be obtained by irrigation department to go forward on works.

Chief Minister N Chandrababu Naidu reportedly instructed the officials to release water from the Purushottapatnam LI Scheme by June at any cost at a review meeting with irrigation officials on February 1 at Polavaram project on occasion of laying stone for diaphragm wall.

An engineer said it took more than one year to complete all works of Pattiseema LI Scheme though the government claimed that the scheme completed within one year.

It had taken more time to make viable 24 pumps of Pattiseema Scheme. “State government is applying same pressure on officials on Purushottapatnam scheme too” he said.

The State government aimed to construct the Purushottapatnam LI Scheme with estimated cost of Rs 1,550 crore as part of interlinking Godavari-Yeleru reservoir.

It is expected to draw 35 TMC of Godavari River water through the LI Scheme for pumping 10 TMC to Visakhapatnam, 10 TMC of water to Yeleru Reservoir and another 10 TMC of water to Yeleru ayacut.

The project is being constructed Purushottapatnam village in Seethanagaram mandal of West Godavari district.

Though the officials have begun some initial works at construction site, the main dispute of land acquisition has not been resolved yet.

The district administration has to acquire 225 acres for the LI Scheme for phase-1. The farmers have not been satisfied with the offer of State government as compensation. The government initially offered Rs 17.9 lakhs per acre which was rejected by farmers.

However, the district administration now reportedly recommended to the government of Rs 25 lakh per acre.

An official said “We will acquire the lands with mutual consent if the farmers accept the fresh proposal. Otherwise, we have to consider another alternative of land acquisition”.

On other hand, technical permissions, including soil test and designs have to be obtained to start pump hose works of LI Scheme.

Some primary works has been started at LI scheme site area. “We completed soil excavation work at pump house area and soil samples to Central Design Organisation (CDO).

Pipeline works and other fabrication works are also in progress” superintendent engineer S Sugunakara Rao told The Hans India.

Under stage one of LI scheme works, 10 pumps with a capacity of 3,500 cusecs and 4 pumps with a capacity of 1,400 cusecs under stage- 2 would be constructed.

Sugunakara Rao said “We have time of nine months (October) to complete the LI Scheme but are striving to complete the project by July or August. It is possible to provide water for Kharif season if we can reach the target” he said.
