Thrust on agriculture, irrigation, rural development with 26.66 % of total outlay

Velagapudi: The AP’s annual budget for 2017-18, presented by Finance Minister Yanamala Ramakrishnudu in the Assembly on Wednesday lays thrust on reducing urban-rural inequities by revitalising rural economy.

In a bid to realise the mission, the budget seeks to allocate Rs 9091 crore for agriculture and allied sectors, Rs 19,565 crore for rural development and irrigation received Rs 12,770 crore. These three core areas together have got a lion’s share of 26.66 per cent of the total budget outlay of Rs 1.57 lakh crore—agriculture and allied sectors with 5.79 per cent, rural development 12.46 per cent and irrigation 8.13 per cent.

Ramakrishnudu expressed the hope that these three core sectors will revitalize rural economy while invoking Mahatma Gandhi with a quote - “To forget how to dig the earth and tend the soil is to forget ourselves”.

As per the advanced estimates, agriculture and allied sectors have shown a phenomenal growthof 14.03 per cent during the financial year 2016-17-Fisheries with 30.09 per cent, livestock 12.18 per cent and horticulture with 16.79 per cent which all strengthen agriculture sector, he said while expressing the government’s resolve to sustain the growth momentum in the current fiscal also.

The budget seeks to set apart Rs 3,600cr for the next instalment of debt redemption for farmers in 2017-18 in addition to Rs 11,000cr released by the government to benefit 55 lakh debt-trapped farmers in the last two years.

The FM said the government has targeted to add 70,000cr to gross value addition to the state’s economy from the livestock sector with a proposed investment of Rs 1,112cr. It is proposed to spend Rs 282cr in the fisheries sector.

The budget intends to provide water security to agriculture by completing seven on-going major irrigation projects in the drought-prone rayalaseema and prakasam districts besides the backward districts of Srikakulam and Vizianagaram districts.

Thotapalli, Galeru-Nagari Sujala Sravanthi-Phase 1, Handri Niva Sujala Sravanthi, Vamsadhara Stage-II and Polavaram Left Main Canal are programmed to be completed by June 2017, the FM stated.
