Taking serious note of the remarks made by the Comptroller and Auditor General of India (CAG) in its latest report on under utilisation of funds earmarked for many developmental programmes, the Telangana state government has taken up a major initiative to strengthen administration at Secretariat level and have close monitoring of each department.

Hyderabad: Taking serious note of the remarks made by the Comptroller and Auditor General of India (CAG) in its latest report on under utilisation of funds earmarked for many developmental programmes, the Telangana state government has taken up a major initiative to strengthen administration at Secretariat level and have close monitoring of each department.

From now onwards, all the departments would have to furnish details of the requirement of funds for each scheme and programme in advance every month to the state Finance department. The fund releasing authority would release the funds on priority basis and seek the details of utilisation of funds from Secretaries and Heads of Departments concerned.

Under the new system, the authorities will have to explain the plan of action with regard to the utilisation of funds and the time-frame set to achieve the targets under every programme. State Chief Secretary SP Singh would coordinate between Finance and fund seeking departments for the speedy disbursal of money. The Chief Secretary would seek explanation if the desired results are not achieved by any department.

Top officials of the Finance department told The Hans India that this system is being introduced in the wake of the remarks made by the CAG with regard to meagre release of funds for various schemes implemented under SC, ST Sub Plan, Housing, Agriculture, Panchayat Raj and Rural Development. Delay in the release of funds had not only put hurdles in achieving the targets for each developmental programme but also exposed the government’s failure in delivering goods to the beneficiaries.

Stating that non-release of funds for the supply of solar pump sets to the farmers by the agriculture department and delay in clearing the bills under Indiramma housing scheme brought disrepute to the government, the official said that the authorities would be made responsible for non-utilisation of funds.

Those who failed in achieving the targets are liable for explanation and action. The Secretaries will also be responsible to coordinate with the Centre, submit utilisation certificates and get funds released for centrally-sponsored schemes.
