Nellore: Nellore is going to have much-awaited and the first of its kind Ballast Water Testing Facility in India at its seafront site in Pamanji in the district.Union Minister of State of Science and Technology, Earth Sciences Y S Chowdary will lay the foundation stone for the much-awaited and long pending Marine Fish Hatchery and Ballast Water Treatment Technologies on Saturday.
Though the National Institute of Ocean Technology (NIOT) has proposed it a couple of years ago, it got delayed due to some land related issues.Ballast water is carried in ships' ballast tanks to improve stability and to manage balance which is essential for safe and efficient modern shipping operations. It is taken up or discharged when cargo is unloaded or loaded, or when a ship needs extra stability in foul weather.
But, the problem arises when ships take on ballast water, plants and animals that live in the ocean are also picked up which may pose serious ecological, economic and health problems due to the throng of marine species carried in ships’ ballast water since the water contains bacteria, microbes, eggs, cysts and larvae of various species.
Contamination of sea water with ballast water has turned out to be an international issue and the International Maritime Organization also declared that ships which do not possess inbuilt ballast water management system will not be allowed in ports. After considering all these environmental problems, the NIOT had proposed to establish a treatment and testing facility to prevent attack of invasive species both in Indian and International waters at the coast in the district.
Dr Harshavardhan, former Union Minister for Science and Technology and Earth Sciences, had laid the foundation stone on April 26, last year, for the seafront facility of NIOT at Tupilipalem in Vakadu mandal. The state government allocated 250 acres of land for the facility but there were disputes in court pertaining to 60 acres of land and that has hampered the process, according to sources.
