Visakhapatnam: Former Member of UPSC Prof K S Chalam appreciated the open University system in India in general and the IGNOU in particular for working towards democratising higher educational opportunities which are not available due to socio-economic conditions.
Prof Chalam who attended the 30th Convocation of the IGNOU at its regional office on Thursday, addressing the students said that Open Learning System is meeting collegiate education particularly the socially disadvantaged, marginalised, isolated and the poor who could not afford to get higher education through formal system.
