Many massive developmental schemes were materialised during his tenure and the pilgrim city had witnessed major events like TDP Mahanadu, Indian Science Congress and also many international and national-level conclaves here. Vinay Chand was responsible for preparing the ground for the city to achieve the prestigious ‘smart city project’ paving the path for developmental works with a total outlay of Rs 1,610 crore which is bound to change the face of the pilgrim city while his efforts resulting in getting Rs 369 crore under various housing schemes for the construction of as many as 14,000 houses going to be a boon to the homeless poor living in the slums in the pilgrim city.

The beatification of the pilgrim city took place on massive scale with Rs 70 crore funds from the TMC and Rs 30 crore for the recently held Indian Science Congress (ISC).The overhauling of the water supply system reaching out hitherto uncovered areas, reconstruction of the entire drains in the city, declaring the city as open-defecation free and introducing e-toilets numbering 50 highest in the Rayalaseema region added more to the efforts of making the city clean and tidy.

He also saw the streets light changed to LED minimising corporation expenditure on electricity charges. As TUDA Vice-Chairman, he took up beautification of Tirupati International Airport giving a touch of aesthetic green look. It may be noted here that in a major reshuffle on Monday, the government transferred about two dozen IAS officers including Vinay Chand, a 2008 batch IAS Officer.
