New Delhi: The Central government here on Wednesday “keeping in view the provisions under Section 48 (1) of the Andhra Pradesh Reoraganisation Act, 2014” ordered sharing of all the immovable and moveable properties such as land and all stores, articles and other goods etc., by the two Telugu States on location basis.

This order comes in the wake of the inability of the two State governments to thrash out their differences amicably despite repeated suggestions from the Centre to the contrary. The Centre further stated that as per Section 49 of the Reorganisation Act, cash balances in form of fixed deposits and bank balance in respect of erstwhile Andhra Pradesh State Council of Higher Education should be divided in the population ratio (58.32:41.68).

As for the employees presently working in Telangana State Council of Higher Education, they will remain there in view of the separate councils. So, any excess employee working in the earlier APSCHE is to be declared surplus and the same would be done on the basis of seniority.

The order was issued by the chairman of the committee constituted for the purpose of dividing the properties, Jaideep Govind, Additional Secretary of the Union Home Ministry, on Wednesday.

The Supreme Court had directed the Centre to constitute a committee in the event of the State governments being unable to come to an understanding in sharing the properties and assets.

Wednesday’s order recalls that the committee constituted for the purpose of the asset sharing in August, 2016, with the Additional Secretary of the Union Home Ministry and comprising two members each from both the States, met for the first time on September 23, 2016. It was agreed to hold a joint meeting at Hyderabad on January 13, 2017, but both the States failed to reach an agreement even after an opportunity was given to them, it stated.

Finally, the chair directed both the States to submit written argument, if any, 10 days later. However, no agreement emerged between them, the order said. The order was sent to the Chief Secretaries of both the States by speed post on Wednesday.
