Tirupati: Acute shortage of smart cards in the state is forcing the vehicle owners to wait to get Registration Certificates (RCs). The RTA department was unable to issue the cards towards vehicle registrations for over a month now.

Only in Chittoor district, more than 10,000 vehicle owners were waiting for the smart cards after completing the formalities of registration of their vehicles and it could be a long wait. RC is a primary document of ownership of a vehicle. Nowadays, these certificates were issued in the form of smart cards. Every RTA office in the state is in severe shortage of smart cards.
The Andhra Pradesh Technology Services(APTS) has to call for tenders to procure smart cards.

They will get the indents from each RTA office based on their requirement once in three months. Though, the indent was sent to the APTS, they were not in a position to supply the smart cards due to the laxity in completing the tender process this year which complicated the issue. This takes the waiting list for more than one lakh in the entire state to receive the cards.

It will easily take more than a month, if APTS starts the process now and supply the cards to every RTA office. By that time, the waiting list for the cards will be doubled. Printing the smart cards and dispatching them to each vehicle owner will take more time.

They have to clear the backlog along with the current list. In Tirupati RTA limits, some 200 cards were required every day out of which 150 for new registrations and another 50 for transfers, renewals etc. Recently, the registration of vehicles was taking place at vehicle dealer’s place only.

They issue the paper Registration Certificate (RC) to the buyer at the time of purchasing the vehicle itself. Through online, the same details will reach the RTA office. They have to print the smart cards and dispatch to the buyer within three days.

Now, they were forced to carry the paper RC along with them to show it on demand at the time of checking vehicles. In fact, the RTA officials were facing pressure from the vehicle owners who were asking about the delay in getting the smart cards.

Tirupati RTO G Vivekananda Reddy said that the problem was taken to the notice of higher authorities. Once the cards are received, the process of printing will be initiated and see that the backlog is cleared as early as possible. However, people can carry the paper RC issued by the dealer which is sufficient, he added.
