Amaravati: The AP government seems preparing ground to allow repatriation of employees with a local cadre status from Telangana. The Telangana government a few days back cleared a related file, entertaining applications from employees with Andhra region seeking repatriation.

Close on the heels, the AP government’s General Administration Department is reported to have framed guidelines for allowing repatriations. A source said the exercise relating to the guidelines was almost completed, barring 3-4 contentious issues which were referred to the Law department for a consensus.

It may be recalled that a three-man official committee, comprising senior IAS officers N. Srikanth and Premchandra Reddy from AP government side, was constituted for the purpose of preparing guidelines. Chief Minister N Chandrababu Naidu is expected to be briefed by the officials over the nitty-gritty of the guidelines after ironing out thorny issues.

Later, the matter will be referred to the Cabinet before receiving a nod from the CM, it is said. The government is flooded with pleas from employees to settle the repatriation issues and employees unions keep meeting CM requesting to take a call on the issue.

As per the present status of guidelines, the AP and TS governments may entertain repatriations from employees in the same cadre and those on grounds of spouse cases and mutual consensus. The Chief Secretaries of both States are expected to arrive at a consensus on these guidelines before issuing a GO.

Clarity is expected to emerge within a few days, sources said. The Telangana Gazetted Officers’ Association has raised apprehensions over the influx of Andhra employees in large numbers disturbing harmony in administration by allegedly taking shelter under spouse cases.

The Telangana government is in favour sending employees to their native state under three categories -- spouse cases, repatriations on the basis of one-to-one mutual consensus of local cadre employees of district, zonal, multi-zonal cadre. The Telangana government has already announced that these three categories would be considered for inter-state repatriations.

The vice-president elect M Venkaiah Naidu during his earlier stint as Urban Development and I&B minister repeatedly counselled both the CMs of AP and Telangana to settle the repatriation issues of employees with one-to-one interactions.
