In a press meet at Andhra University in Visakhapatnam on Saturday, Centre for Economic and Social Studies (CESS) Director S Galab, who is also on the commission, reiterated that the commission headed by R Radhakrishna wanted the state government to revamp the institutional architecture for agriculture.

Expressing displeasure over the state government’s dilly-dallying to execute suggested measures by the commission, members of the commission felt to sensitise the state government through the media by holding press meets in three places, including Visakhapatnam, Guntur and Rayalaseema.

The CESS Director listed out some of the recommendations- amending the tenancy laws in order to allow credit flow into farming, forming land banks for the tenant farmers and establishment of Andhra Pradesh Society for Sustainable Agriculture and Farmers’ Empowerment (APSAFE)-which would be helpful for formation of farmer self-help groups and federations to coordinate with the activities of government department.

Another important recommendation was creating AP Farmers Commission, a policy advisory body, like in Haryana and Punjab to guide the state government. The commission is also of the view that members should be eminent economists with a few agricultural economists, agricultural scientists, Vice-Chancellors of agricultural universities, Principal Secretary (Agriculture) and consultants.

The commission had come up with a 250 pages report after interacting with 5,000 farmers, associations, market committees, advocacy groups and NGOs and participating in 19 public hearings in 13 districts of the state. The other members on the panel include economists D Narasimha Reddy, SR Hashim, Sheila Bhalla and K Hanumantha Rao and bureaucrat T Vijaya Kumar.
