Kadapa: Restoration of the assigned lands, which are illegally encroached by landlords seems to be a mammoth task to district administration. The Assembly Assurance Committee (AAC) during its recent visit to the district noticed thousands of acres which were given to the SC/STs under various schemes were under local landlords for several decades.
Highlights:
- About 200 acres of SC/ST lands are allegedly encroached by local landlords in Kavisettypalle
- Sources say about 3 lakh acres in 51 mandals in the district has been under landgrabbers
- Officials finding it difficult to handover lands to original beneficiaries as landgrabbers have the support of politicians
It may be recalled that on August 21, CPM state secretary P Madhu visited Savisettipalle of Kasinayana mandal where about 200 acres of SC/ST lands were allegedly encroached by local landlords and he warned of launching agitation if the government fails to restore them to original beneficiaries.
It is known that 90 per cent of petitions being received by the administration during every grievances day held at the Collector’s office were land related issues. However, previous Collector KV Satyanarayana initiated efforts for resuming lands from landlords by deploying 7 RDOs but the purpose not served as all landgrabbers backed by politicos.
Another reason is the lands which were given to SC/STs under Land Distribution Scheme (LDS) during the regime of former Chief Minister YS Rajasekhara Reddy and by the present TDP government were under landlords as they purchased them at cheaper price from beneficiaries and continuing farm operations in them for several decades.
According to sources, there are about one lakh acres under the illegal occupation in district as the administration had already secured detailed information at village-level over the issue but not able to solve the problem due to political reasons. Sources disclosed that about 3 lakh acres in 51 mandals in the district has been under landgrabbers, who were either directly or indirectly backed by parties.
According to beneficiaries, the lands distributed to them were still under the occupation of landlords as they were growing different crops for many years. “It is pathetic to say that we are working as agriculture labourers in our own lands. We are not able to take back our lands due to various reasons. If anyone dares such a step, he will face dire consequences,” said O Malakondaiah of Savisettipalle of Kasinayana mandal. He said that they are waiting for district officials to act against
landgrabbers.
A senior revenue official said as per the constitution either purchasing or selling of lands, which were distributed to SC/STs would face criminal action. Hence, the beneficiary only has right to enjoy the property. “There is no option except to launch Bhuporatam to recover the lands from grabbers. Earlier, there are some officials, who tried to initiate action against landlords but in vain. Later they became scapegoats to wicked politics,” said CPM district secretary Anjaneyulu to The Hans India.
