Amaravati: Chief Minister N Chandrababu Naidu approved infrastructure development projects in 3 out of 13 zones in the capital region, under the Hybrid Annuity Model (HAM), where each zone will be provided with roads, bridges, drinking water, sewage and power.

The Chief Minister held a review meeting with the Capital Region Development Authority (CRDA) officials at Secretariat on Wednesday. The meeting has decided to provide roads, bridges, water, sewage, power and other infrastructure to 4,5,9 zones of Capital region at a cost of Rs 6,900 crore, where Rs 817 crore for zone 4, Rs 2,383 crore for zone 5, Rs 3,714 crore for zone 5 are estimated. CRDA Commissioner Cherukuri Sreedhar informed him that the contractors will be finalised in 3 days, and the procurement process will commence this week under HAM.

The Commissioner presented the comparisons between the Engineering Procurement Construction (EPC) and HAM, and explained to the Chief Minister that HAM ensures access to sufficient private capital and high-quality service and maintenance. Under HAM, the progress of a project is linked to both physical and financial milestones, that guarantees on-ground development. Within 3 years, the projects will be completed, and the developers will be responsible for maintenance for 7 years, he said.

Naidu directed the officials to develop all the 29 villages, which comes under Capital Amaravati under the supervision of urban development department. He asked them to utilize NREGA funds for providing road, cleanliness, drinking water and other infrastructure in these villages.

The CRDA officials have brought to the notice of the Chief Minister that the construction of Justice, Legislative, Executive bodies buildings and residential complexes will be taken up in 1.47 crore sq ft area. Further they said that they have drawn plans to complete the construction works in three years for which Rs 11,602 crore expenditure is estimated. Foster & Partners will meet the Chief Minister on September 11 to present the final designs of the government complexes, they added.

Hafeez Contractor & Aarvee presented an alternative design for the façade of the Legislative Assembly building and the Chief Minister instructed them to forward the designs to finance & planning departments to arrive at a final design.

The bid evaluation is in process for the CM Residence and Raj Bhavan, and the architect will be confirmed in a week, the officials told. The tenders for the VIP Housing Apartments have been prepared and are yet to be uploaded, they said. The meeting has also discussed over the development of Sakhamuru park in Capital region. Chief Minister has said that he 280 acres of this park must be developed with creativity and efficiency.

The progress on the Rajiv Gandhi Park Redevelopment Project in Vijayawada was presented by Lakshmi Parthasarathi managing director of Amaravati Development Corporation (ADC). She also informed the Chief Minister that the seed access roads, the boundaries and the land is ready for plantation. The Chief Minister asked them to finalise the programme for the second week of September.

The CRDA officials informed the Chief Minister that organisers of Aksharadham have asked 30 acres of land adjacent to Krishna river and after completion of construction of Aksharadham in US, they are ready to take up Amravati project, for which Naidu responded positively and suggested the construction should be wonderful, which should be top in South India.
