Visakhapatnam: In a significant move, Visakhapatnam Port Trust (VPT) authorities on Thursday issued notices to the management of Vietnamese merchant vessel (MV) Hai Duong 09 which tilted at the EQ-5 berth in the VPT on Wednesday afternoon following improper loading of steel billets.

According to sources, the restoration work was underway throughout Thursday to restore the vessel to its original place. After obtaining an indemnity bond and surveyors from Mercantile Marine Department, the VPT authorities reported the incident to Director-General of Shipping.

It may be recalled that the ship tilted towards its starboard side and was seen resting on the berth. Fortunately, no causality or injuries to either crew or the loaders have been reported. Some senior officials with VPT expressed that mishandling of ballasting operation has led to tilting of vessel.

As per the procedure, ballasting was the key operation for balancing of vessel in the berth while loading. Seawater is pumped into central tank of vessel before loading steel or iron or any heavy metals. Based on the progress of loading operation, the sea water is de-ballasted for proper balance of vessel.

But in the specific case with merchant vessel Hai Duong 09, de-ballasting was done after loading of over 1,000 tonnes of steel so that the vessel tilted to berth side. The incident triggered panic among officials of VPT but fortunately, there was no damage to lives.
